This is essentially a contracted entity with the Florida Dept of Health, [particularly amongst various licensing Boards], that works with Medical and Pharmacy schools throughout the state. It is disguised as a self improvement and career optimizing opportunity, when in reality it is just an exploitative, predatory money making scheme acting on behalf of the school and the and the state. Students are tricked into signing a contract after being told by their school that it is mandatory and part of a common process, without informing the student they actually have consent and disclosure rights. Schools will say they have no ability to opt out or go alternative routes, don't have a choice and PRN will say "listen to us and do everything we tell you to do - or else you will never obtain your license to practice upon graduation." They serve as an intermediate 3rd party that shields schools from liability and ethical accountability and also serves as the direct conduit to state licensing boards to report information on how well you adhere. Basically they are like a probation officer, but pretend to be an altruistic health program to help doctoral students succeed academically and professionally if they are "struggling," which translates to: any health student who has EVER had anything (expunged, dropped, wrongfully charged, even extremely minor) on their legal record at any point, has been dismissed, or if the student is caught under any kind of influence at any given time (even outside of school). The forced terms of the contract require you to be randomly drug tested at least twice a month but could be every day; property searched, and meet bi- weekly or monthly with the Health/disciplinary coordinator of the student's school to update them on their compliance and assuring that they are not "impaired". All of it also is funded by the student, for everything, with really strict, inadequately short deadlines to also come up with all the funds up front. The initial mental health evaluations when they send you to a doctor for whether or not you need "furthering treatment" cost upwards of $5K out of pocket per visit and they in NO WAY accept insurance at all. On top of that, it is entirely up to the discretion of their chosen physician as to what they require the student will need, [unsurprisingly the student is nearly always recommended for treatment - based on no indicators of being under the influence or ever having any drug or alcohol related offense]. This physician recommendation then somehow always involves rehab of some kind [even if the student is and always has been sober as a judge], and this 30 or 60 day forced outpatient drug and alcohol rehabilitation program is also entirely out of pocket for the student and can easily cost $75,000-$85,000 for the "rehabilitation" alone. The student is also monitored in this manner for the entire remainder of their schooling so if it is their first year, they have to pay for every aspect of this themselves for the next 4 or 8 years (drug tests, examinations, appts). All of this stress to ensure the student succeeds, gets better grades and optimizes their mental health! If they have $150,000 laying around especially. If the student fails to comply in any way, their ability to get licensed will be gone and they could be kicked out of school, basically ruining their chances of ever being accepted into another health program again. This entire scheme framework and entity is nothing more than a profit generator and and reputational defraudment of the student by forcing them to unnecessarily sacrifice their entire professional career unless they pay up.
